Reading, PA Building Safety: Childcare Center Rules (2026)

Reading's zoning code allows child care centers as a special exception use, subject to Zoning Hearing Board approval. A child care center serves seven or more unrelated children at a time; the facility must provide at least 400 square feet of fenced outdoor play area unless it sits within 500 feet of a public playground children can use. Operators must show proof of the required Pennsylvania Department of Human Services license before a certificate of occupancy is issued, and must provide off-street parking plus a secure area for safely dropping off and picking up children.
