Summary

Unincorporated Buncombe County requires a permit from the electrical inspector before installing, extending, altering or repairing electrical wiring, devices or equipment. Minor repairs like plugging into an existing outlet are exempt, and utility company wiring for power generation or transmission is excluded entirely. The state electrical code, incorporating the National Electrical Code, sets the technical standard.

These county ordinances apply to unincorporated areas of Buncombe County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

Electrical permit. No person shall commence or proceed with the installation, extension, alteration or general repair of any electrical wiring, devices, appliances or equipment without first securing a permit therefor from the electrical inspector; provided, however, that no permit shall be required for minor repair work such as the connection of portable devices to suitable receptacles which have been permanently installed; provided, further, that no permit shall be required for the installation, alteration or repair of the electrical wiring, devices, appliances and equipment installed by or for an electrical public utility corporation for the use of such corporation in the generation, transmission, distribution or metering of electrical energy, or for the use of such corporation in the operation of signals or the transmission of intelligence.

Full Breakdown

Sec. 10-86(e) requires anyone who installs, extends, alters or generally repairs electrical wiring, devices, appliances or equipment in unincorporated Buncombe County to first secure a permit from the county's electrical inspector. Two exemptions apply: minor repair work such as plugging portable devices into receptacles that are already permanently installed, and wiring, devices or equipment installed by or for an electrical public utility for its own generation, transmission, distribution, metering, signaling or communications operations. The technical standard is the North Carolina State Electrical Code, adopted by reference in Sec.

10-30; that state code in turn incorporates the National Electrical Code of the National Fire Protection Association, so Buncombe County's wiring rules track the NEC edition the state building code council has adopted. As with all Chapter 10 permits, the application must be filed on the Department of Permits and Inspections' forms under Sec. 10-90, identifying the owner, agent and the state-licensed electrical contractor performing the work, per Sec. 10-92(a), which bars issuing a permit for licensed-trade work to anyone other than a licensed specialty contractor.

Doing electrical work without first pulling the permit does not erase the fee: Sec. 10-87 and Sec. 10-99 add a late fee equal to the permit fee, billed as an administrative charge rather than a fine, and a bounced payment check carries its own added charge under Sec. 10-88.

Violations & Fines

Performing electrical work without a permit triggers a late fee equal to the regular permit fee under Sec. 10-87/10-99, charged on top of the permit fee itself. Sec. 10-92(a) also blocks the inspector from ever issuing the permit unless the work is performed by a state-licensed electrical contractor, and a returned payment check draws an added charge under Sec. 10-88.

Frequently Asked Questions

Can I do my own electrical work in Buncombe County?
Sec. 10-92(a) bars the electrical inspector from issuing a permit for work that state law requires a licensed specialty contractor to perform, so most wiring, panel and circuit work needs a state-licensed electrical contractor even if you own the property. Minor repairs, like plugging a device into an existing outlet, don't need a permit at all.
What electrical code applies in unincorporated Buncombe County?
The county adopted the North Carolina State Electrical Code by reference under Sec. 10-30, and that state code has itself adopted the National Electrical Code of the National Fire Protection Association, so inspections follow the current NEC edition the state building code council has approved.
Is utility company wiring covered by this permit rule?
No. Sec. 10-86(e) exempts wiring, devices, appliances and equipment installed by or for an electrical public utility corporation for its own generation, transmission, distribution or metering operations, or for signaling and communications use, so utility infrastructure is excluded from the county's electrical permit requirement.
