Full Breakdown
Article IV of Chapter 6 (Sections 6-61 to 6-69) is Nicholasville's electrical code. Section 6-61 adopts by reference the edition of the National Electrical Code most recently adopted by the Commonwealth of Kentucky, Department of Housing, Building, and Construction, with a copy on file in the city clerk's office. Where this article conflicts with another standard, code, ordinance or regulation, Section 6-62 makes the provision establishing the highest standard prevail.
The inspection sequence is in Section 6-66. The person installing, repairing or rearranging wiring or equipment must notify the electrical inspector before the work is commenced and again when it is ready for inspection. It is unlawful to conceal wiring or installations until the inspector has inspected and approved them, and the inspector furnishes the forms for the notices. Section 6-67 makes it unlawful for any person, including an electrical light or power company, to connect or furnish current to an installation until the inspector has approved it and issued a certificate of approval.
Section 6-63 creates the position of electrical inspector, with fees and contract terms set by the city commission. Under Section 6-65 the inspector inspects and approves only work done by electricians or electrical contractors duly licensed by the city, and must immediately report any unlicensed contractor or electrician working in the city. Section 6-64 gives the power company the right to refuse or discontinue service for noncompliance with local, state or national codes.
Article IV prints no separate electrical permit application or fee table. General building permit applications and fees are handled under Section 14-2. Section 6-69 adds that the city does not assume liability by reason of the inspection or the certificate of approval.
Violations & Fines
Section 6-68 makes a licensed electrical contractor's or electrician's occupational license subject to revocation by the city for violating the article or repeatedly doing work not in connection with it, in addition to criminal penalties. Article IV prints no penalty section, as Sections 6-70 to 6-85 are reserved, so the Section 1-10(a) general penalty of a fine not exceeding $250 and not less than $10 is the penalty printed in the Code for violations with no specific penalty.
