Oakley, CA Building Safety: Electrical Permits (2026)

Unincorporated Contra Costa County requires electrical permits through the Department of Conservation & Development Building Inspection Division for most electrical work under the California Electrical Code (CEC, Title 24 Part 3, based on the National Electrical Code). Permits are required for new service panels or upgrades, subpanel installations, new circuits, new outlets or switches in new locations, rewiring, relocating fixtures involving wiring changes, EV charger installations (Level 2), solar PV and battery storage, hot tub or pool wiring, and generator interconnections. Work generally exempt from permit includes replacing existing devices like-for-like (switches, outlets, fixtures) at the same location, low-voltage wiring for thermostats or doorbells (under 50 volts), and minor repairs. Electrical work beyond the exempted scope must be performed by a C-10 licensed electrical contractor, except that homeowners may obtain permits for work on their primary residence if they will perform the work themselves and occupy the home. All work must comply with the California Building Standards Code, including AFCI and GFCI requirements, tamper-resistant receptacles, and arc-fault protection where applicable. Inspections are required at rough-in and final stages.
