Texas Department of Licensing and Regulation (TDLR) regulates elevators under Health & Safety Code Ch. 754. Annual inspections and certificates of compliance required for all non-exempt elevators.
Owners must register elevators, contract with licensed elevator contractor for maintenance, and post current inspection certificate in the cab. Inspections performed by TDLR-licensed inspectors annually. Allen building officials do not duplicate inspections but verify compliance during commercial CO reviews. Residential single-family elevators exempt from annual inspection but must meet ASME A17.1 at installation. Fire service Phase I/II recall required on elevators with travel over 25 ft.
Operating non-compliant elevator: TDLR administrative penalties up to 5,000 dollars per day, shutdown order possible.
