California Labor Code sections 7300 through 7324 give the Cal/OSHA Elevator Unit exclusive jurisdiction over elevator, escalator, and conveyance safety statewide, preempting local inspection programs. Every passenger, freight, and material-lift elevator, every escalator, and every moving walkway installed in Ontario must have a current Permit to Operate issued by the Cal/OSHA Elevator Unit. Permits are valid for up to one year and must be posted in or near the conveyance. To renew, the owner retains a Cal/OSHA-licensed Qualified Conveyance Company to perform the periodic inspection and certification required under Title 8 of the California Code of Regulations, Subchapter 6. New installations, major alterations, and replacements require Cal/OSHA design review plus a City of Ontario building permit through Building and Safety, and both must be closed before the conveyance is placed in service. Required periodic maintenance includes monthly fire-service recall tests, quarterly safety checks, annual load and safety tests, and 5-year full load tests. Operating a conveyance without a current Permit to Operate is a Cal/OSHA violation. Building owners in hotels, condo towers, office buildings, and commercial centers should retain digital copies of permits and inspection records.
