Summary

In unincorporated San Diego County, every new building must include an automatic NFPA 13, 13R, or 13D fire sprinkler system, with narrow exceptions for small detached structures and greenhouses under the county's Fire Code amendment.

City-specific rules exist: El Cajon, Escondido, Chula Vista, San Diego, Carlsbad, Oceanside, San Marcos, and Vista have their own fire sprinkler requirements rules that differ from San Diego County's county-level regulations. If you live in one of those cities, check the city-specific page instead.

Sec. 903.2 Where required. Approved automatic sprinkler systems shall be installed in all new buildings. For the purpose of automatic sprinkler systems, buildings separated by less than 10 feet from adjacent buildings shall be considered one building. Fire barriers and partitions, regardless of rating, shall not be considered as creating separate buildings for purposes of determining automatic sprinkler system requirements. ... All new buildings constructed shall have an approved NFPA 13, NFPA 13R or NFPA 13D automatic sprinkler system installed as per 903.3.1.1, 903.3.1.2 or 903.3.1.3.

Full Breakdown

San Diego County's amendment to California Fire Code Section 903.2 requires an approved NFPA 13, 13R, or 13D automatic sprinkler system in every new building built in the unincorporated county; structures within 10 feet of each other count as one building for coverage. Additions exceeding 50% of a building's existing footprint, or remodels the fire code official finds significant, can trigger sprinklers for the whole structure. Detached accessory buildings under 1,200 square feet and more than 10 feet from another building, plus fabric-covered agricultural greenhouses, are exempt. Independent fire districts including Rancho Santa Fe and San Marcos apply their own versions of this rule.

Violations & Fines

Buildings lacking the required system fail final fire inspection; the Fire Code Official withholds building permit final and certificate of occupancy until an approved NFPA 13, 13R, or 13D system is installed and tested.

Frequently Asked Questions

Does every new home in unincorporated San Diego County need a fire sprinkler system?
Yes. County Code § 96.1.903.2 requires an approved NFPA 13, 13R, or 13D automatic sprinkler system in all new buildings, with narrow exceptions for small detached structures and agricultural greenhouses.
Do additions or remodels need sprinklers too?
An addition larger than 50% of the existing building, or a remodel the fire code official finds significant, can trigger a sprinkler requirement for the entire structure, not just the new portion.
