Texas HSC Chapter 388 requires all single family residences statewide to comply with the Texas-adopted International Energy Conservation Code (currently 2021 IECC), enforced by Bexar County Public Works during permit review. Commercial buildings must meet IECC commercial provisions or ASHRAE 90.1 alternative. Bexar County has not adopted the IgCC, LEED-mandate, or net-zero standards, unlike Austin and Dallas which adopted enhanced green codes. Voluntary participation in Build San Antonio Green or LEED for Homes earns property-tax-related abatements in some cases. Solar-ready and EV-ready provisions remain optional in unincorporated areas.
IECC failure: certificate of occupancy denied until energy code compliance documented; HERS rating below 85 in some cases requires remediation; misrepresentation of green status: deceptive trade practices liability; voluntary program revocation removes tax benefits.
