Aurora's Electrical Code requires the building official to inspect underground work before backfilling and rough-in wiring before walls or ceilings close it up.

106.1 General. The building official, upon notification, shall make the inspections set forth in this section. 106.2 Underground. Underground inspection shall be made after trenches or ditches are excavated and bedded, piping and conductors installed, and before backfill is put in place. 106.3 Rough-in. Rough-in inspection shall be made after the roof, framing, fireblocking and bracing are in place and all wiring and other components to be concealed are complete, and prior to the installation of wall or ceiling membranes.
