(A) Preliminary Inspections. Before issuing a permit, the building official shall, if deemed necessary, examine or cause to be examined all buildings, structures, and sites for which an application has been filed... (B) Required Inspections. After issuing a permit, the building official shall conduct inspections from time to time during and upon completion of the work for which a permit has been issued. A record of all such inspections and of all violations of this Code shall be maintained by the building official.
