Building inspections in the City of Fairfax are performed by certified inspectors under the Virginia USBC. Required inspections typically include footing, foundation, framing, rough-in electrical and plumbing, insulation, and final. Inspections must be scheduled in advance through the Department of Code Administration. Work cannot be concealed until approved.
The City of Fairfax Department of Code Administration performs inspections under Part III of the Virginia USBC (the Virginia Maintenance Code and the Virginia Construction Code). For new construction and major renovations, inspections are required at defined stages: footing inspection before concrete pour, foundation inspection after waterproofing and drainage, under-slab plumbing, framing with rough electrical, plumbing, and mechanical in place but before insulation or drywall, insulation inspection, and final inspection before occupancy. Certificate of Occupancy is issued only after all trades pass final inspection. Inspectors are certified by the Virginia Department of Housing and Community Development (DHCD). Inspection requests must generally be scheduled by noon the business day before the desired inspection. If work fails, reinspection fees may apply after the first reinspection. The Virginia Maintenance Code (Part III of USBC) also authorizes the City to conduct property maintenance inspections of existing structures for unsafe conditions, including rental housing. Owners have appeal rights to the Local Board of Building Code Appeals and ultimately the State Review Board. Performing concealed work without inspection can require destructive opening for verification.
