West Haven, CT Building Safety: Building Inspections (2026)

West Haven's inspection provisions sit in Chapter 81 of the West Haven Code, adopted by the City Council on 8-24-2020, and they run through the Building Official and the Building Department fee schedule in § 81-8. The code prints inspection types and their charges rather than a stage-by-stage sequence. Under § 81-8D(1), the Building Official is authorized to charge additional fees for review of construction documents before a formal permit application, overtime for nonbusiness hour or day inspections when agreed to in writing by the applicant, safety inspections, pre-permit inspections, courtesy inspections, reinspections, and emergency service ordered under the vacant building and public safety provisions of the State Building Code and the City of West Haven Property Maintenance Code.

Safety inspections cover premises where no permit for work has been submitted, where a certificate of compliance is sought, or where exigent circumstances bring the Building Official or his deputy to act on Building Code, Housing Code, health or safety violations. Pre-permit inspections apply where work has been done without permits and inspections, and § 81-1A lets the Building Official inspect that work on application and charge the applicant for his time. Courtesy inspections are requested by the property owner or tenant during the planning phase of a proposed project. Reinspection fees apply to flagrant violations that were documented, submitted to the applicant and not corrected after the follow-up inspection.

Under § 81-8D(2), these fees are calculated at the Building Official's rate of pay plus administrative payroll fees, taxes and fringe benefits, rounded up to the next whole ten-digit number, times the time spent on the requested inspections, calculated portal to portal. They are paid before a certificate of occupancy or approval issues. Other fees are calculated at the exact cost to the City or the legal maximum rate. The Building Official can file a lien on the property for unpaid fees and assess reasonable attorney's fees for collection.

Floodplain development permits carry their own inspection charge: any required field inspections, including follow-up, cost $75 each visit (§ 81-8A(5)(c)). A certificate of use and occupancy costs $24 (§ 81-8A(2)). Under § 81-1C, if final construction cost exceeds the fee declared in the application, no certificate of occupancy or completion issues until the additional fees are paid. Fee disputes go to the Municipal Review Hearing Officer within 30 days of the Building Official's written finding (§ 81-1D).
