Jurupa Valley, CA Building Safety: Lead Paint (2026)

Lead-based paint was banned for residential use in 1978. Homes built before 1978 in Riverside County are subject to federal and state lead-safe work practices. The EPA Renovation, Repair and Painting (RRP) Rule (40 CFR Part 745) requires certified firms and trained renovators for any repair/renovation disturbing more than 6 square feet interior or 20 square feet exterior of painted surfaces. California goes further: Title 17, California Code of Regulations §35001-36100 requires state-specific certification by the California Department of Public Health (CDPH) Lead-Related Construction Program for abatement, inspection, risk assessment, and sampling. Contractors must be certified as Lead Supervisors, Workers, Project Monitors, Inspectors/Assessors, or Project Designers. Landlords of pre-1978 rentals must provide the EPA pamphlet 'Protect Your Family From Lead in Your Home' and disclose known lead hazards under 42 U.S.C. §4852d. Childhood lead poisoning cases (blood lead level ≥3.5 µg/dL per 2021 CDC threshold) are investigated by Riverside County Department of Public Health under the Childhood Lead Poisoning Prevention Program. Abatement requires a CDPH-certified firm and a written abatement plan.
