Iron County, UT Building Safety: Plumbing Permits (2026)

Section 15.08.010(C) adopts a package of International Codes for construction in the unincorporated county under the authority of the Utah Uniform Building Standard Rules, and Section 15.08.010(C)(3) specifically incorporates the International Plumbing Code, as promulgated by the International Code Council and adopted by the state of Utah, as the plumbing standard. That sits alongside the International Building Code, the National Electrical Code, the International Mechanical Code, the Federal Manufactured Housing Construction and Safety Standards Act, and the International Fuel Gas Code, all adopted in the same section.

Two copies of the adopted codes are filed with the Iron County building department and one with the county clerk, and statewide amendments issued under the Utah Uniform Building Standard Rules apply on top of the base IPC text. Because Iron County ties plumbing approval to water source and sewage disposal review, plumbing work connected to a new building also has to satisfy the water and sewage requirements in Section 15.06.030(A) and (B), which route culinary water and septic approvals through the Southwest Utah Public Health Department or the Utah Department of Environmental Quality before the county issues the building permit that the plumbing work is tied to.

Disputes over how the building official applied or interpreted the adopted plumbing code go to the board of appeals created under Section 15.08.010(D), and if the county has no seated board, an applicant can use the state appeals process under the Utah Administrative Code instead.
