San Joaquin County, CA Building Safety: Plumbing Permits (2026)

Plumbing rules in unincorporated San Joaquin County come from a chain of adoptions rather than from locally drafted text. The Board of Supervisors adopted the 2025 California Plumbing Code published by the California Building Standards Commission, and that state code in turn incorporates by adoption the 2024 edition of the Uniform Plumbing Code of the International Association of Plumbing and Mechanical Officials. The practical effect is that the technical requirements an installer follows on a county job trace back to the 2024 Uniform Plumbing Code as carried into the California code, then as adopted and amended here.

One piece is deliberately left behind. Appendix Chapter E is excluded from the county's adoption by name, so it is not county law under § 8-1015. The adoption also closes with the same qualifier the county uses on its other codes, taking the state document except those portions which are not adopted or which are amended specifically hereinafter, so a county amendment later in the chapter governs over the printed state text on the same point. Administration is handled separately from the technical chapters. Chapter 1, Division II of the 2025 California Plumbing Code supplies the permit and inspection machinery, and it runs together with the county's amended Building Code, which is why plumbing work goes through the same Community Development Department counter and the same inspection sequence as the rest of a building permit rather than through a standalone plumbing process.
