Full Breakdown
6. 050 layers local time limits onto the permit process: an application for a plumbing permit is deemed abandoned 180 days after filing unless pursued in good faith or a permit has issued, and once issued, a permit becomes invalid if work does not commence within 12 months or is suspended or abandoned for 180 days after starting. The Building Official can grant extensions of up to 180 days each, but generally not more than two extensions if a newer code or ordinance has taken effect since the original application, and a new application with new fees is required once an application or permit has expired.
4. 060 requires any ferrous or galvanized conduit, piping, connection, or equipment in contact with the ground to be appropriately protected unless it is otherwise listed for that exposure, a standard plumbing contractors must meet on top of the base Plumbing Code's requirements.
Violations & Fines
Plumbing Code violations are enforced under Tracy Municipal Code Section 9.12.040, which replaces California Plumbing Code Subsection 106.3 with a rule tying enforcement to Tracy Municipal Code Section 9.02.040: unpermitted plumbing work or occupancy of a noncompliant installation is an infraction under Chapter 1.04, and the City cannot accept a use permit, zone change, or building permit application as complete for a parcel out of compliance.
