Killeen, TX Building Safety: Plumbing Permits (2026)

Section 8-240 adopts the International Plumbing Code, 2024 Edition, together with its Appendices B, C, D and E, as the plumbing code enforced citywide, administered by the Killeen Building Inspections Division. 1. Two numeric local amendments narrow the base IPC standards: Section 8-241(5) requires building sewers connecting to a private sewage system to sit a minimum of six inches below finished grade at the septic tank connection and six inches below grade generally, and Section 8-241(6) requires open vent pipes extending through a roof to terminate at least six inches above the roof surface.

As with the other adopted construction codes, no plumbing inspection may occur for new commercial or residential construction unless the jobsite has a properly sized trash receptacle, a posted address number visible from the street, and a construction worker toilet facility, and work that fails an inspection must be resubmitted with a reinspection fee paid before the next inspection. Starting plumbing work before the permit is issued doubles the eventual permit fee owed under Section 8-11(b).
