Rutherford County, NC Building Safety: Plumbing Permits (2026)

Rutherford County adopted the 1980 edition of the North Carolina Plumbing Code (State Building Code Volume II) by reference as the county's own Plumbing Code under Code Sec. 3-4, and Sec. 3-28(c) makes a written permit mandatory before any plumbing installation, extension, or general repair begins. The only carve-out is minor repairs or replacements on the house side of a trap that do not disrupt the original water supply, waste, or ventilating systems. Permits are applied for at the Department of Inspections on forms listing the owner, any agent, and the contractor's state license number (Sec.

3-29), and floor plans are required when a residential structure's estimated cost exceeds $10,000 (Sec. 3-30). Fees run from the county's construction-activity schedule in Appendix F: $75.00 minimum for a residential dwelling unit and $75.00 minimum per commercial or industrial structure, plus $2.50 per $1,000.00 of trade work cost above that. A permit entitles the holder to the required inspections plus one free reinspection; every inspection trip after that costs an additional $40.00 (Sec. 3-38; Appendix F). Rough plumbing is inspected at the framing stage and a final inspection is required before the structure is occupied (Sec.

3-55(2)). Permits lapse automatically six months after issuance if work has not started, or immediately if work stops for twelve months (Sec. 3-34), and the appropriate inspector may revoke a permit for false statements or failure to follow the code (Sec. 3-33). Only a licensed plumbing contractor may register and legally contract for this work in the county (Sec. 3-26).
