The City of Reno enforces scaffolding safety through the adopted International Building Code (IBC) and references Nevada OSHA (NRS 618) standards for construction worksites. Scaffolds erected over sidewalks or streets require a right-of-way encroachment permit from Reno Public Works, typically including pedestrian protection canopies when scaffolding is over six feet above walking surfaces. Nevada OSHA requires guardrails or personal fall arrest systems for any scaffold platform more than 10 feet above a lower level. Scaffolds must be designed to support four times the maximum intended load, and planking must be scaffold-grade lumber or manufactured metal decking. Reno Building and Safety inspectors review scaffolding as part of general construction inspections. Large-scale commercial scaffolding along Virginia Street, the Riverwalk, or other downtown corridors may require traffic control plans approved by Public Works.
