Dealers buying used merchandise from the public must obtain a city business license, maintain a transaction log including a seller photograph or copy of government ID, and upload purchase records to the police-managed electronic reporting system within 24 hours. Items must be held for a holding period before resale to allow stolen-property recovery. Precious-metal buyers face additional Nevada state registration and bonding requirements. Mobile and pop-up gold-buying events require special event permits.
Unlicensed dealing, failure to log or report, or selling within the holding period can lead to misdemeanor charges and license loss.
