Reno Municipal Code Chapter 8 bans aggressive solicitation: touching, following, persistent requests after refusal, blocking pedestrians or vehicles, threatening language, or solicitation within set distances of automated teller machines, bus stops, gas pumps, or outdoor dining areas. Solicitation is also barred from medians and roadways for safety. Following federal court rulings, Reno cannot ban passive panhandling outright but enforces conduct-based restrictions. First offenses are typically cited as misdemeanors with diversion to social services and Reno Initiative for Shelter and Equality (RISE) outreach when available.
