Summary

Garland's development code sets a hard 70 percent lot-coverage ceiling for residential lots of 4,000 square feet or less inside tracts platted on or after September 1, 2025. Buildings and structures combined, not just the main house, count toward that cap under GDC Section 2.40(B)(5)(a). Older or larger lots instead use the coverage figure listed for their specific zoning district in Table 2-3 or Table 2-4.

Standards for Lots Containing Four Thousand Square Feet (4,000 SF) or Less. The following standards shall apply only to lots containing four thousand square feet (4,000 SF) or less. (a) Maximum Lot Coverage. Buildings or structures (or parts thereof) may not be erected, expanded, or placed so as to cover more than seventy percent (70%) of the surface of the lot.

Full Breakdown

40 of the Garland Development Code applies to any tract of at least five acres that was not previously platted before September 1, 2025, and it does not apply within one mile of a law enforcement training center. Where a resulting lot is 4,000 square feet or less, Subsection (B)(5) imposes a package of small-lot standards: a 3,000-square-foot minimum lot area, 30-foot minimum lot width, 75-foot minimum lot depth, and setbacks of 15 feet in front, 10 feet in the rear, and 5 feet on the side.

Within that same package, Subsection (B)(5)(a) caps maximum lot coverage at 70 percent of the lot surface, counting all buildings and structures or parts of them, not the primary residence alone. The same small-lot rules waive a minimum building height, a maximum building bulk figure, and a wall-articulation requirement, so the coverage cap is the main volume control on these parcels. 34(A)(5), rather than by one citywide percentage. Anyone building on an older or larger lot should check the table for their specific base zoning district before assuming the 70 percent figure applies citywide.

Violations & Fines

Building without a permit or exceeding the approved lot coverage is enforced as a GDC violation. Section 5.24 makes any GDC violation a misdemeanor punishable under Title 1, Chapter 10, Article 1 of the City Code; Section 10.05 sets that fine at up to $2,000 for an ordinance governing zoning, and each day the violation continues counts as a separate offense. The City Attorney may also pursue civil action under Section 5.23 to force compliance or removal of the offending construction.

Frequently Asked Questions

Does Garland's 70% lot coverage cap apply to my house?
Only if your lot is 4,000 square feet or smaller and sits in a tract of five acres or more that was not platted before September 1, 2025. That combination triggers the small-lot standards in GDC Section 2.40(B)(5), including the 70 percent cap. Larger or previously platted lots follow the coverage percentage listed for their zoning district in Table 2-3 or Table 2-4 instead.
What counts toward the 70 percent lot coverage limit?
The rule covers 'buildings or structures (or parts thereof),' so garages, covered porches, and accessory buildings on the same lot count alongside the main house. Uncovered patios, driveways, and open decking are addressed separately under the residential yard rules in Section 2.34 and are not part of this specific coverage calculation.
What happens if a house exceeds the lot coverage cap?
It is a misdemeanor under GDC Section 5.24, punishable under Section 10.05 by a fine of up to $2,000, with each day of the violation charged as a separate offense. The City can also pursue civil enforcement under Section 5.23 to compel compliance or removal of the excess construction.
