Orange County, CA Building Setbacks & Zoning: Lot Coverage Limits (2026)

Table 7-9-31.3 of the county's Zoning Code sets maximum building site coverage at 35 percent of net development area for the AR, E1, RHE, E4, RE and RS single-family districts across unincorporated Orange County; R1 lots have no listed maximum. Site coverage is defined in Section 7-9-24.4 as the ground-floor footprint of enclosed structures, computed after deducting street rights-of-way and easements that block surface use. Unenclosed decks under eighteen inches high, uncovered pools and hot tubs, and one non-habitable accessory structure under 120 square feet are excluded from the calculation. The same table caps paving within the front setback at 60 percent. These standards apply only outside the county's 34 incorporated cities.
