Summary

Front, side and rear yard setbacks in Columbia County's residential districts are set by the § 90-53 lot and structure requirements table, running from a 125-foot front setback on an arterial street in the rural R-A district down to a 10-foot side setback in denser zones.

These county ordinances apply to unincorporated areas of Columbia County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

Full Breakdown

Code of Ordinances § 90-53 fixes minimum building setbacks for every residential zoning district, measured from the street centerline in front and from the property line on the sides and rear. Front setbacks vary by street classification: on an arterial street the minimum runs from 125 feet in the R-A district down to 105 feet in R-3 and R-3A; on a collector street it runs from 90 feet in R-A down to 70 feet in the denser districts; and on a local or land-service street it runs from 75 feet in R-A down to 45 feet in the T-R district. A separate, tighter 20-to-25-foot minimum applies to setbacks measured from a service drive rather than a public street.

Rear building setbacks range from 40 feet in the T-R, A-R and A-R10 districts down to just 10 feet in R-2, R-3, R-3A and R-4, while side setbacks follow the same pattern: 40 feet in T-R, A-R and A-R10, and 10 feet everywhere else including R-A itself. A separate 25-foot setback from any property line applies specifically to a barn or stable used to house livestock in most districts. Section 90-144(a) ties these numbers together, directing that every principal building on a lot must sit back from the street centerlines and from the front, side and rear lot lines by no less than the § 90-53 figures for residential districts, or the § 90-98 figures for other zoning districts. The planning commission may reduce the minimum lot frontage, and by extension the setback geometry, on radial lots by up to one-third, or further with the county engineer's recommendation, but never below a 40-foot minimum frontage.

Violations & Fines

Constructing a house, addition or attached structure that intrudes into the required front, side or rear setback for its zoning district violates § 90-53 and § 90-144(a). Code of Ordinances § 1-9's general penalty applies: up to a $1,000 fine and 60 days' imprisonment, with each day of the encroachment a separate offense, unless the board of zoning appeals has granted a variance.

Frequently Asked Questions

How far must a house sit back from the road in Columbia County?
It depends on the street type and zoning district, measured from the street centerline. In the R-A district, § 90-53 requires 125 feet on an arterial street, 90 feet on a collector street, and 75 feet on a local street; denser districts like R-3 allow shorter setbacks.
What is the minimum side yard setback for a house?
It ranges from 10 feet in most residential districts, including R-A, R-1, R-1A, R-2, R-3, R-3A and R-4, up to 40 feet in the higher-density T-R, A-R and A-R10 districts, all set out in the § 90-53 lot and structure requirements table.
Do barns for livestock have a different setback than the house?
Yes. Section 90-53(j) requires a barn or stable used to house livestock to sit at least 25 feet from any property line in most districts, separate from the district's regular front, side and rear building setbacks that apply to the house itself.
