Goodyear, AZ Building Setbacks & Zoning: Structure Height Limits (2026)

3 in Article 2 of the Zoning Ordinance, Development Standards for Agricultural and Single-Family Districts, sets a flat 30-foot maximum height across every district it covers, from the large-lot AG and AU agricultural zones through R1-10, R1-7, R1-6, R1-4, R1-A and R1-C. Footnote 13 spells out the exceptions: attached church spires, crosses, belfries, cupolas, flag poles and clock towers may extend above the roofline, but only up to the height of the building itself, and any detached version of those features is capped at twice the height of the tallest building on the site.

The footnote also closes off a common workaround, stating that no exceptions to the height limit are permitted in any district combined with an airport hazard district, except to the extent the airport hazard district's own limit exceeds the base district limit, which matters given Goodyear's Luke Air Force Base overlay areas. The ordinance is explicit that the 30-foot cap applies whether height is measured in stories, feet, or otherwise, so a builder cannot satisfy the limit by counting stories instead of actual height. 3 that also governs lot coverage and setbacks for the same districts, and any request to exceed 30 feet requires a variance from the Board of Adjustment rather than administrative approval.
