Structural design, fire resistance, and construction methods are uniform statewide. The USBC does not supersede local zoning, including height limits set in zoning ordinances under Va. Code 15.2-2280, nor does it affect proffered conditions, special exceptions, or variances. Localities enforce the USBC through certified building officials but cannot adopt stricter or weaker construction standards.
