Portland residential height limits are 30 feet in R5 and R7, 35 feet in R2.5 and RM1/RM2, and up to 45 feet in RM3 (PCC 33.110). Commercial and Central City zones allow 45-125+ feet. Height is measured to the midpoint of a sloped roof. Unincorporated Multnomah County RR zones cap at 35 feet. View corridors (Council Crest, Skyline) and historic districts impose additional limits.
Portland City Code 33.110.215 sets maximum heights in single-dwelling zones: 30 feet in R20, R10, R7, and R5; 35 feet in R2.5. Multi-dwelling zones: RM1 (35 ft), RM2 (45 ft), RM3 (45 ft, up to 65 ft with bonus), RMP (Residential Multi-Dwelling Plan). Mixed-Use zones under PCC 33.120 allow 45 feet (CM1), 55 feet (CM2), 75-125 feet (CM3), and downtown/Central City zones can exceed 325 feet with bonuses. Height is measured from existing or finished grade (whichever is lower) to the highest point of a flat roof or the midpoint between eaves and ridge for a pitched roof (PCC 33.930). Chimneys, antennas, and mechanical equipment can extend up to 10 feet above the maximum. View corridor overlays in Council Crest, Willamette Greenway, and Skyline apply additional limits. Portland's Portland International Airport (PDX) Airport Influence Area imposes FAA Part 77 height surfaces. Gresham zoning allows 35 feet in LDR and up to 75 feet in Downtown. Unincorporated Multnomah County MCC 39.4500 caps residential zones at 35 feet and larger parcels in CFU/EFU at 36-45 feet. Height variances require a Type III adjustment.
Exceeding height limit: stop-work order. Portland BDS civil penalty $500 to $5,000 plus required correction. Structure may need partial demolition if adjustment denied. Historic/view corridor violations: higher penalties and restoration requirements.
