York County caps building height by district. Under Zoning Code Section 155.058, base residential districts allow up to 50 feet; multi-family tops out at 40 feet, townhouses at 60 feet, and data centers at 80 feet with added setbacks.
York County's zoning power under South Carolina home rule includes height. Table 155.058-1 sets a maximum building height for every base district. Most residential districts - RSF-40, RSF-30, RUD, and the RMX mixed districts - allow buildings up to 50 feet. Multi-family dwellings are limited to 40 feet, townhouses to 60 feet, and certain cottage-court and RMX buildings to 1.5 stories. A data center may reach 80 feet only if its side and rear setbacks widen two feet for every extra foot of height above the district maximum. Height limits do not apply to water towers, antennas, or rooftop mechanical structures.
Exceeding the district height limit fails plan review and blocks the certificate of occupancy. A taller structure needs a variance from the Board of Zoning Appeals or a rezoning.
