Sec. 21-60(9) treats adult uses as unclassified and subjects them to the special-use-permit process used elsewhere in that article, but layers on spacing and licensing rules found nowhere else in the zoning ordinance. The 1,320-foot buffer runs from any portion of the protected property, whether a church, public or private school, day care, public park, residence, hotel, motel, or another adult use, to the nearest point of the adult use's own operational area, and an adult use that is lawfully operating cannot be forced into nonconforming status just because one of those protected uses later locates nearby.

Beyond spacing, the section bars windows or doors that let passersby see into the interior, and it prohibits private viewing rooms designed for more than one person and any connections between viewing areas that would let one patron access another's room. Operating also requires a separate adult use license: the applicant pays a nonrefundable fee, submits evidence of compliance with the special-use conditions, and acknowledges a supervisor will be present during all operating hours and that county, state, or federal inspectors can enter any time the business is open.

The zoning administrator must approve or deny a license within thirty days, cannot issue one if the fee is unpaid or the application contains false information, and the license expires after one year, requiring the operator to reapply before then to keep operating.
