Odessa, TX Business Licensing & Operations: Adult Entertainment (2026)

Article 4-5 of the Odessa Code bars operating a sexually oriented business without a valid license, applied for on a form from the Odessa chief of police and accompanied by a scaled sketch of the premises; the site must be inspected and cleared by the county health department, chief of police, and fire marshal within 21 days. Section 4-5-17 makes it an offense to operate within 1,500 feet of a church, a public or private elementary or secondary school, a public park, or a residential lot line, or within 600 feet of another such business. No two adult businesses may occupy the same building, and distances are measured in a straight line without regard to intervening structures.
