Waterbury, CT Business Licensing & Operations: Adult Entertainment (2026)

City of Waterbury Code of Ordinances Chapter 119, the "Adult-Oriented Business Ordinance," regulates adult bookstores, adult motion picture theaters, and similar establishments under the city's police power to protect public health, safety and welfare (§§ 119.01, 119.02). The chapter's operating requirements bar any adult-oriented establishment from allowing minors to loiter anywhere on the premises, including adjacent parking lots (§ 119.04(A)). Every such establishment must be well lighted at all times and physically arranged so the entire interior of any booth, cubicle, room or stall is clearly visible from common areas; installing enclosed booths or partitions that block that visibility is unlawful outright, particularly for secluded viewing of adult motion pictures or live entertainment (§ 119.04(B)).

Rooms used for viewing adult entertainment must carry overhead lighting of at least one foot-candle measured at floor level, maintained continuously while any patron is present (§ 119.04(C)). Operators are liable for an employee's violation of the chapter where the operator negligently failed to supervise that employee, and are responsible generally for employee conduct on the licensed premises (§ 119.04(D), (E)). The Waterbury Police Department, city-employed inspectors, or persons designated by the Board of Aldermen may inspect any adult-oriented establishment at all reasonable times (§ 119.04(F)).

Two hard-line spacing rules close out the section: no adult-oriented establishment may locate on a site less than 500 feet from an area zoned residential, and none may locate less than 1,000 feet from an elementary or secondary school (§ 119.04(G), (H)).
