Benton County, WA Business Licensing & Operations: Auto Repair on Residential Property (2026)

BCC 11.49.050 lists the home occupations Benton County will not permit at all, and vehicle repair for outside customers is the first one named. Subsection (a) prohibits repair, bodywork, or painting services on automobiles, motorcycles, marine craft, off-road vehicles, trailers, heavy equipment, recreational vehicles, or semi-trucks whenever the work is done for someone who does not reside on the premises. Because the ban is written around who the customer is rather than the activity itself, taking in a neighbor's car, a friend's motorcycle, or any paying customer's vehicle for repair or paint work is what triggers the prohibition, and no home occupation permit can be issued for that use under BCC 11.49.020.

The same subsection sits alongside other categorically banned home businesses: cabinetwork and mill work, veterinary clinics or hospitals, appliance repair, and machine or sheet metal shops (BCC 11.49.050(b) through (e)), plus uses needing a state marijuana processor or retailer license, hazardous-materials handling beyond small unregulated craft quantities, or explosives (BCC 11.49.050(f) through (h)). Because these are prohibited uses rather than uses subject to conditions, the Planning Administrator has no discretion to permit them under BCC 11.49.060 regardless of lot size, screening, or hours of operation; an application for one is denied outright, with 14 days to appeal that denial to the Hearings Examiner under BCC 11.49.070 and BCC 11.53.080. The prohibition applies only in unincorporated Benton County under Ordinance 611 (2018); a shop operating inside Kennewick, Richland, West Richland or Prosser falls under that city's own code instead.
