Section 11-212(c)(1) requires every license application to include a statement from the building inspector confirming the building or structure to be used sits in a C-2 or C-3 zone, which by definition excludes every residential district. The application must also include fire-safety, tax-abutter, water/sewer and building-code compliance statements, a site plan, and abutter notice by registered mail at least seven days before a published public hearing.

Violations & Fines
Operating a motor vehicle repair or body shop without the city council license, or at a location the building inspector has not certified as C-2 or C-3, is punishable under § 11-217 by a fine of not more than $360 for each day the violation continues. Under § 11-216, the city council may also suspend or revoke an existing license, after notice and an opportunity to be heard, for violating any license condition or restriction.
