Full Breakdown

Chapter 7.32 of the Annapolis City Code bars operating a massage parlor without a license issued by the City Clerk. Applicants must submit a sworn application with a photograph, physical description, criminal history and staff qualifications; the Health Officer, Chief of Police, Fire Department and Public Works then investigate and interview the applicant before the Clerk can issue the license. A massage parlor may not operate between 10:00 p.m. and 8:00 a.m., and cannot treat opposite-sex customers in the same room. The Chief of Police may suspend or revoke the license after a hearing, and violations are a misdemeanor.
