03 defines MASSAGE PARLOR as "any business offering massages that is operated by a person who is not a 'massage therapist' or that provides massages by persons who are not massage therapists," and defines MASSAGE THERAPIST as someone who "graduated from a 600-hour massage therapy school, is accredited by a state licensure board or its equivalent, and who possesses a valid state license in massage therapy from any state that regulates the same by means of a written examination," with national certification from NCBTMB, the American Massage Therapy Association, or an equivalent body.
MASSAGE itself is defined broadly to include touching, stroking, kneading, stretching, friction, percussion and vibration and manual pressure on soft tissue, but expressly excludes osseous tissue manipulation or adjustment, carrying chiropractic work outside the definition. 083(7), with one carve-out: the City of Newport already enforces its own equivalent sexually oriented business ordinance and is exempt unless it later opts in.
