03, Division 2 governs every massage establishment, massage technician, and massage practitioner operating in the city. 202 makes it unlawful to conduct a massage establishment without a license from the community development director, and a separate license is required for each location. Applicants file with the director under Sec. 206, supplying five years of address and employment history, fingerprints, a passport photo, all criminal convictions, and disclosure of any prior license revocation or suspension, plus identical background information for every employee. 204 requires a nonrefundable application fee set by city council resolution to cover the cost of investigation, and licenses must be renewed annually for a further resolution-set fee.

A massage practitioner may only perform an off-site massage when a licensed physician, surgeon, chiropractor, or osteopath prescribes it in writing, under Sec. 210(17). A denied or revoked applicant may appeal to the city council within 30 days under Sec. 140.
