Massage establishments need a Providence business license plus Rhode Island Department of Health licensure for each therapist. Inspections, signage, and background checks are required citywide.
Operators must register with the Providence Tax Collector and Board of Licenses, while every massage therapist must hold an active license issued by the Rhode Island Department of Health under RI General Laws title 23. Establishments undergo health and zoning inspections, must post hours and license certificates, and cannot operate after 10:00 PM in most zones. The city refers complaints alleging illicit activity to Providence Police and to the state for license action. Mobile or in-home services still require state therapist licensure and zoning approval.
Practicing without state licensure, operating after permitted hours, or failing inspections produces fines, closure, and referral to RIDOH for license revocation.
