City Code Sec. 00. Sec. , filed through an internet-based automated reporting system directed by the chief of police (paper reports only if the system is down). Each report must list the customer's name, address, telephone number, sex, race, date of birth, height, weight and driver's license or ID number, plus a full description of the property including serial numbers, and the price paid or amount loaned. Noncash trades are exempt from the customer-identity reporting requirement under Sec. 10-104, but the pawnbroker must still keep that information on file for three years and produce it to police on request.

Sec. 10-106 lists mandatory denial grounds, including a false statement on the application, a burglary, theft or fraud-related conviction, or a controlled-substance felony conviction, and lets the chief of police deny a license based on a pattern of noncompliance (such as repeated failure to report items or accepting merchandise with altered serial numbers) within the past five years. A denied applicant may reapply after one year once the basis for denial no longer exists.
