Summary

York County regulates pawnbrokers as "alternative lending institutions" in the unincorporated area. A pawnshop needs a conditional or special exception zoning approval, must sit at least 1,320 feet from any other such business, and can only run between 8:00 a.m. and 10:00 p.m.

City-specific rules exist: Rock Hill has its own pawnbrokers rules that differ from York County's county-level regulations. If you live in Rock Hill, check the city-specific page instead.

Full Breakdown

York County's zoning code, not a stand-alone business license chapter, is what actually controls where a pawnshop can open in the unincorporated county. 3 lumps pawnbrokers together with check-cashers, title lenders, payday lenders, and bail bonding businesses under the term "alternative lending institution," and the stated purpose of the subpart is blunt: the county's Planning and Development staff found that these uses "potentially degrade surrounding neighborhoods by drawing disposable income and savings from residents" and that clustering them creates additional harm. 1236 and general zoning procedure means review by the Board of Zoning Appeals before a permit issues. 305 bars any vehicle sales or storage on the site, closing off a common secondary income stream for these operations.

Violations & Fines

Operating without the required conditional/special exception approval, outside the 1,320-foot or 660-foot separation, or past the 10:00 p.m. cutoff is a zoning violation under § 155.1236. The Zoning Administrator issues a written notice with a 15-day cure period; violations that continue are misdemeanors punishable by a fine of up to $500 per day under § 155.9999, and the county can revoke the permit under § 155.1238.

Frequently Asked Questions

Can a pawnshop open anywhere in unincorporated York County?
No. Under § 155.271's Use Table a pawnshop, classified as an alternative lending institution, is only a conditional or special exception use, meaning the Board of Zoning Appeals or county staff must approve the specific location before it can open, and the 1,320-foot and 660-foot separation standards in § 155.302 still apply.
How far must a York County pawnshop be from a house or school?
At least 660 feet from any lot containing a dwelling unit, school, religious facility, public park, or designated historic district or landmark, per § 155.302(B), and this distance is measured regardless of whether the neighboring property sits in an incorporated town or the unincorporated county.
What hours can a York County pawnshop operate?
Only between 8:00 a.m. and 10:00 p.m. under § 155.304. There is no exception in the code for extended or 24-hour operation, and operating outside those hours is enforced the same way as any other zoning violation, with a notice and cure period.
