08(B) requires any person who purchases "regulated property," defined broadly to include electronic equipment, business machines, photographic equipment, power tools, musical instruments, firearms, automobile accessories, jewelry and crafted precious metals, for resale or salvage use to keep detailed purchase records. If the seller is not a manufacturer or authorized vendor, the buyer must, at the time of purchase, record on a sequentially numbered 4-by-6-inch ticket the seller's name, address, and driver's license, military ID, or personal identification certificate number, plus a full description of the item including any serial numbers; verify the seller's photo ID matches the seller; segregate and tag the purchased item by seller and purchase date; and hold the item unaltered at the place of business, withheld from resale or salvage, for seven business days.

Records must be kept for one year from purchase or until the item is sold, whichever is later, and a legible copy must go to the Garland Police Department. Subsection (C) makes it an offense to violate the recordkeeping duty, to possess regulated property without records meeting these requirements, to refuse to produce records for a police officer on request, to buy or sell property with an altered or removed identification number, to buy from a seller without valid photo identification, or to buy from anyone under 18.

A culpable mental state is not required unless the specific provision demands one, and police officers may inspect and copy required records without a court order and may permanently retain original purchase tickets.
