Henry County rewrote its body art regulations by Ordinance No. A. Chapter 31-40. The rules cover any facility performing tattooing, piercing, or similar body art procedures, except a licensed physician or osteopath and technicians under their direct supervision, and except single-use, pre-sterilized stud-and-clasp ear piercing. Section 3-12-95 bars body art studios from operating out of private residences, other living spaces, food service establishments, grocery or convenience stores, or similar retail space, and bans mobile, transitory setups entirely, including trailers, tents, and RVs. The same section flatly prohibits implants and 3-D procedures, scarification such as branding or skin peeling, and surface or microdermal anchors, and states that no person under the age of 18 may be tattooed under any circumstance, physician exception aside.

Body piercing of a minor, other than an ear lobe, is allowed only with a parent or legal guardian physically present, showing identification and signing a written consent form naming the exact body location. § 16-12-5. Every body artist must hold a current certification, and § 3-12-114 requires the health authority to inspect each facility at least twice a year, using a 100-point scoring system with letter grades from A to U; two critical violations or two consecutive "U" grades can force a voluntary closure or permit revocation.
