Article V of Chapter 38 regulates tattoo parlors and artists countywide. Sec. 38-171 makes it unlawful to own or operate a tattoo establishment, or to work as a tattoo operator or artist, without first obtaining a permit from the local health department. Before a permit issues, Sec. 38-173 requires the applicant to complete a health-department-approved training program in sterilization methods, or present evidence of equivalent coursework, and Sec. 38-174 requires the applicant to pass an examination on the article's provisions. Sec. 38-175 conditions issuance of an establishment permit on a health department inspection of the premises and equipment; a nonconforming premises must be refused a permit.

Sec. 38-179 lets the health department inspect establishments at least semiannually and suspend or revoke a permit that is not maintained to the article's standards. The article also imposes operating standards: Sec. 38-140 bars tattooing anyone under 18 or attempting tattoo removal; Sec. 38-141 and Sec. 38-142 require a separate operating room with impervious, cleanable floors and hot and cold running water; Sec. 38-143 and Sec. 38-149 require hand-scrubbing, sterile gloves, and a fresh sterile needle set for every patron, sterilized 15 minutes at 250 degrees Fahrenheit in an autoclave; and Sec.

38-139 requires the establishment to keep each patron's name, address, and signature on file for at least two years, open to health department inspection. Sec. 38-137 exempts licensed physicians from the entire article.
