Petaluma, CA Business Licensing & Operations: Tattoo & Body Modification (2026)

The Petaluma Implementing Zoning Ordinance does not have a chapter devoted to tattoo parlors by name. 020 sorts "tattoo and body piercing services" into the "Personal Services – Restricted" use category, defined as personal services that may tend to have a potentially offensive effect upon surrounding areas and which may need to be dispersed to minimize their adverse impacts. That classification, not a stand-alone ordinance, is what actually controls where a studio can open. 030, covering the city's Mixed Use zones, lists "Personal Services – Restricted" as a permitted (P) use in MU1A, MU1B and MU2, but marks it not allowed (—) in MU1C, the zone reserved for the historic downtown core.

A studio proposing to locate in a different zone group, such as the Commercial or Business Park tables elsewhere in Chapter 4, has to be checked against that table separately since permit levels differ table by table. 020 requires a person to apply for and receive that certificate and pay the business tax before engaging in business, and it makes operating without one a separate violation for each day the business runs. Sanitation, needle handling and practitioner registration for body art are set by Sonoma County's environmental health division under California's statewide Safe Body Art Act, not by a Petaluma ordinance, so a studio's health permit runs through the county rather than city hall. The zoning classification is current through Ordinance 2907, passed September 8, 2025.
