It shall be unlawful for any person, firm or corporation owning, controlling or leasing, acting as agent for, conducting, managing or operating any establishment to engage in the practice of tattooing or body piercing without first applying for and receiving a permit for the establishment from the Director in the manner herein provided. No permit shall be issued permitting the operation of any establishment in the unincorporated area of St. Louis County within five hundred (500) feet of any school building; except, however, this restriction shall not apply to the issuance of a permit for an establishment already in operation at the time this ordinance becomes effective.
