The chapter's own suspension guidelines run a seven-day suspension for a first offense within three years, 30 days for a second, and revocation for a third or subsequent offense (§ 5.06.120(F)). A license once revoked bars reapplication for one year (§ 5.06.030(C)(1)).

No. Section 5.06.030(A)(3) bars a new non-cigarette tobacco license within 500 feet of any private daycare, elementary, middle or high school, measured property line to property line, unless the retailer was already licensed before the chapter took effect in 2019.
Does Lakewood's tobacco retailer license cover cigarettes?
No. Section 5.06.140 states the license "in no way applies to the sale of cigarettes" and cannot be construed as imposing a fee, license or tax on cigarette sales, which remain governed separately under state law.
What happens after a first violation of Lakewood's tobacco licensing rules?
Under the hearing officer's guidelines in Section 5.06.120(F), a first offense within a three-year period draws a seven-day license suspension; a second draws 30 days; a third or subsequent offense results in outright revocation.
