It shall be unlawful for any person to act as a tobacco retailer without first obtaining and maintaining a valid tobacco retailer's permit pursuant to this chapter for each location at which tobacco retailing is to occur. Under § 5.68.030(C), no one may operate as a tobacco retailer at a fixed unincorporated-area location without first obtaining that permit from the Department of Environmental Health, which must be renewed annually and displayed at each store. Self-service vapor displays are barred and sales to anyone under 21 are prohibited. This chapter covers only the unincorporated county. Riverside, Corona, Temecula, Murrieta, Moreno Valley and the county's other 23 incorporated cities license tobacco/vape retailers under their own municipal codes.
