020 does not create a separate city permit process; it incorporates Riverside County Ordinance No. 838, the county's tobacco retailer permitting ordinance as amended by Ordinance Nos. 2, by reference as though set forth in the Municipal Code in its entirety. 020(A) as any person who sells, offers for sale, or exchanges tobacco, tobacco products, or tobacco paraphernalia for any form of consideration, regardless of quantity. 030 gives Riverside County sole responsibility to administer the chapter and enforce its provisions, meaning permit applications, inspections and compliance actions run through the county's Department of Environmental Health rather than a city licensing office.
