Mount Pleasant, SC Business Licensing & Operations: Towing Companies (2026)

Chapter 112 of the Mount Pleasant Code of Ordinances governs non-consent towing: Sec. 02 makes it unlawful for a towing or wrecker service's owner or agent to go to an accident scene unless called by the vehicle owner, the owner's authorized representative, or the town, and Sec. 03 separately bans wrecker operators from cruising town streets to solicit business and bans any town employee from steering business toward a particular towing company. A police officer's authority to have a vehicle towed without the owner's consent comes from Sec.

04, covering vehicles abandoned on public streets or town property, parked in violation of ordinance or state law, or used in a crime; those vehicles go to the storage lot of a wrecker operating in the Town Police Department's rotation system established under Sec. 05. To join that rotation, a contractor must apply annually to the Police Department by October 1 (Sec. 06), be located within four miles of the town's corporate limits and not operate from a residence (Sec. 22), and keep at least two wreckers available 24 hours a day (Sec.

24). Once a vehicle is impounded, Sec. and, on a phone request outside those hours for a vehicle not on police hold, to release it within twelve hours; the owner must be given an itemized statement of towing and storage charges, and storage fees stop once the bill is paid and the car is removed. Denied applicants or contractors facing rotation removal can appeal to the Town's Police, Judicial, and Legal Committee under Sec. 07 within ten days.
