This article shall be applicable in both the incorporated and unincorporated areas of the county except in municipalities which have enacted similar ordinances regarding this subject matter... No towing service shall tow or otherwise transport a vehicle for compensation when the point of origin of the tow or transportation is within the boundaries of Volusia County unless such towing service complies with the requirements of F.S. chs. 713 and 715 and the applicable provisions of this article.
