03(A)(1) sets a flat 500-foot buffer between a Medical Marijuana Dispensing Facility and any existing public or private preschool, elementary school, middle school, or high school. Subsection (A)(2) fixes exactly how that distance is measured: a straight horizontal line from the closest property line of the dispensary's lot to the closest property line of the school's lot, ignoring any building, wall, or other structure that happens to sit between them. Where the dispensary would occupy one unit inside a multi-use building on a single tract, the code measures instead from the outermost exterior wall of the dispensary's unit to the outermost wall of the school or religious institution's unit.

02, a Dispensing Facility application must demonstrate compliance with all Chapter 120 requirements, including the school buffer, before the city will approve it. 03(A)(3) also closes a loophole around the physical buffer by prohibiting dispensing, payment, or receipt of Low-THC cannabis or Medical Cannabis anywhere outside the Dispensing Facility itself, except for state-authorized deliveries to qualifying patients, so a dispensary cannot use an off-site kiosk or vehicle within the buffer zone to work around the distance requirement.
